Job Description:

Under the direction of the Deputy Health Officer who oversees preparedness and response, the Health Program Manager (HPM) will provide leadership and direction of the Preparedness unit; plan, organize, and direct the work of the unit; address highlighted gaps in the Department's level of preparedness; and organize and manage program development and evaluation of the preparedness functions of the work including procedures, tools, trainings, exercises, and systems to establish a state of readiness for response to events that affect the community. Additional responsibilities include:

• 
  
• Producing deliverables and outcomes specified in the Emergency Preparedness work plan, the DHS Strategic Plan, and other related plans;
  
• Developing strong collaborative relationships and acting as the primary point of contact for DHS and County leaders, funders, and other stakeholders;
  
• Representing the Department at statewide disaster preparedness collaborative meetings;
  
• Developing stable fiscal structure to sustain and improve DHS emergency preparedness, as well as researching and exploring grants and alternative revenue generation;
  
• Preparing the program budget, including grant budgets and invoicing;
  
• Supervising all Public Health Preparedness staff, including creating job responsibilities and conducting performance evaluations;
  
• Approving key grant- and program- related documents for the Public Health Emergency Preparedness (PHEP) program and the Hospital Preparedness Program (HPP), including related communications.
  
  The ideal candidate will possess the following qualifications:
  
  • 
    
  • Considerable knowledge of emergency preparedness and disaster response principles and practices, as well as preparedness, response, and recovery responsibilities of local health departments in disaster operations;
    
  • Substantial experience in a public health preparedness and response role, including playing a significant role in an incident command system to respond to an event with a major public health component (i.e., Planning Section Chief);
    
  • Successful completion of ICS (Incident Command System) 100, 200, 300, 400, 700 and 800 trainings;
    
  • An understanding of principles of communicable disease prevention and control;
    
  • Project management experience, including performance tracking, progress reporting, evaluation, and the skill to conduct analytical studies related to continuous quality improvement;
    
  • Experience effectively managing and supervising a team of diverse professional level staff;
    
  • The ability to establish and maintain successful working relationships with multi-stakeholder collaboratives or coalitions.

    Minimum Qualifications
    
    Education: Academic course work which would provide the opportunity to acquire the knowledge and abilities listed. Normally, a Baccalaureate Degree from an accredited college or university or employer approved training in psychology, sociology, counseling, health care administration, public administration, business administration, management, accounting, statistics, personnel or closely related courses would provide such opportunity. A Masters Degree is desirable.Experience: Any combination of experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally, three years of full time, paid experience in a position which provided the opportunity to perform professional clinical, counseling and/or managerial services with a public or private organization engaged in the provision of health services, and /or counseling would provide such and opportunity.
